AI tools are becoming widely available, but access is not the same as capability. Many organizations, municipalities and countries are adopting AI before they have built the human competence, organizational ability, governance routines and learning systems needed to use it responsibly.
This session explores how intelligence becomes practical public value. It argues that human agency and organizational capability are not secondary concerns — they are strategic infrastructure. Without them, AI adoption can become fragmented experimentation or dependency. With them, AI becomes shared capability, responsible practice and measurable value.
Drawing on Comptelligence Foundation’s work with human-centered AI capability, communities of practice, AI literacy and institutional learning, Fredrik Kocon will show how people, teams and organizations can move from passive AI access to active AI capability.
