DESCRIPTION:AI tools are becoming widely available\, but access is not th
 e same as capability. Many organizations\, municipalities and countries a
 re adopting AI before they have built the human competence\, organization
 al ability\, governance routines and learning systems needed to use it re
 sponsibly.\n\nThis session explores how intelligence becomes practical pu
 blic value. It argues that human agency and organizational capability are
  not secondary concerns — they are strategic infrastructure. Without them
 \, AI adoption can become fragmented experimentation or dependency. With 
 them\, AI becomes shared capability\, responsible practice and measurable
  value.\n\nDrawing on Comptelligence Foundation’s work with human-centere
 d AI capability\, communities of practice\, AI literacy and institutional
  learning\, Fredrik Kocon will show how people\, teams and organizations 
 can move from passive AI access to active AI capability.
