On Thursday, October 8, the City of Cambridge puts its position on the record: a formal proclamation supporting the Artificial Intelligence Civil Rights Act (H.R. 6356 / S. 3308), introduced by Senator Edward J. Markey and Representative Yvette Clarke, and commemorating Hope Day, Cambridge's standing commitment that the digital divide is a civil rights issue. The bill asks that the same fairness, transparency, and accountability required of human decision-makers apply to the algorithms increasingly making decisions about housing, hiring, lending, and public services. Massachusetts is moving at the state level as well: Representative Andy Vargas, chair of the Massachusetts Black and Latino Legislative Caucus, is reintroducing companion legislation reflecting the same principles. Hope Day grew out of the work of Rev. Christopher Hope, founder of The Loop Lab and The Hope Group, who has spent nine years building registered apprenticeship pathways for opportunity youth in creative technology and artificial intelligence, and who collaborated with Senator Markey's office on the legislation. Its animating principle is the Digital Beloved Community: the belief that technology's advance is only worth celebrating if it draws every neighborhood closer to dignity and opportunity. "This is a new frontier of civil rights, and it's moving faster than most laws can keep up," Rev. Hope has said. "Fairness, transparency, and accountability aren't optional when algorithms are making decisions about people's lives." A certified copy of the proclamation will be transmitted to Senator Markey, Senator Warren, Representative Pressley, and Representative Clark, formally entering Cambridge's position into the congressional record. The City has also committed to applying principles of algorithmic fairness, transparency, and accountability in its own use of AI, a commitment residents, institutions, and community organizations will be invited to help shape. Hope Day itself arrives October 28, when Boston AI Week closes with Celebrate Hope at Cambridge City Hall. All are welcome on October 8.
